To facilitate the Non Resident Indians who are natives of Uttar Pradesh and have done commendable job in a specific genre in Uttar Pradesh/Abroad, a Guiding Principle/Manual has been created through Notification to reward NRIs with Pravasi Bhartiya Uttar Pradesh Ratna Puraskar’. Uttar Pradesh Ratna Puraskar is given to NRIs for their notable & distinguished contribution in following genres:

• Science
• Technology
• Culture
• Medical
• Education
• Social Service
• Commerce
• Other genres which are being specified by the state government from time to time.

Following are the eligibility:

• Should be the native resident of Uttar Pradesh.
• NRI must have received recognition at National & International level on the basis of undisputed criteria in his/her respective genre/field for his work and achievements. Provided that, the basis of the selection of the NRI receiving the award and honor, will be their overall achievement and contribution to the respective discipline.
• In special and exceptional circumstances, relaxation can be provided by Hon’ble Chief Minister in the merit eligibility criteria of specific NRIs.
• Uttar Pradesh Pravasi Bhartiya Ratna Puraskar will not be given to the person who is culprit to moral turpitude.
• Uttar Pradesh Bhartiya Ratna Puraskar received through fraud will be withdrawn.

As per the selection procedure, application form can be received online through website upnri.com and other ways.

Screening Committee:-

In point (6) of Manual, process for selection of Uttar Pradesh Pravasi Bhartiya Ratna Puraskar is mentioned, according to which inspection of nomination received upto the specific date will be done by Joint Executive Director, Udyog Bandhu, Uttar Pradesh and after doing inspection all nomination applications will be categorized according to the genre/field. Thereafter, Joint Executive Director, Udyog Bandhu, Uttar Pradesh will present the genre-wise details before the Screening Committee for consideration. According to point (7) of Selection of Uttar Pradesh Pravasi Bhartiya Ratna Puraskar Manual, after the meeting of Screening Committee held under the chairmanship of Principal Secretary, NRI Department, Uttar Pradesh Government, Secretary, Screening Committee will present the details of nomination and list before the Selection Committee for consideration.

According to Guiding Principle (First Amendment)-2018 Ratna Puraskar will be given once to any person in his lifetime which means application of awardees (who have already won the Ratna Puraskar) will not be entertained and considered further.

Latest amendment in Selection Committee in Notification No. 425/93-19-03NRI/2014, dated 02.09.2019 (प/स) for Uttar Pradesh Pravasi Bhartiya Ratna Puraskar is as following:

Award:-

NRIs being felicitated under Uttar Pradesh Pravasi Bhartiya Ratna Puraskar are provided with Angavastram with Citation and Memento. No cash prize is given in form of reward.

Remark- Proper arrangements of accommodation and flight fare (Business Class) for the awardees arriving for felicitation ceremony are made.

In point (5) of Guiding Principle/Manual for Ratna Puraskar, it is clearly mentioned that Uttar Pradesh Bhartiya Ratna Puraskar received through fraud will be withdrawn.

From the starting year (2016) of Award distribution, till date, selection procedure is undisputedly conducted as per the above manual.
